The Concentrated Pepper Spray Attack at UC Davis

What Type Of Pepper Spray Was Used?

This article is not about weapons sales, nor does it encourage the use of concentrated pepper spray at all. The problem is more one of increasingly weapon laden law enforcement and civilians who are more inclined to use harmful weapons simply because they have them.

This is the critical news that I have been looking for. Knowing that concentrated pepper spray at the color level, volume and distance indicated in the YouTube video was downright illegal, it was a matter of time before the truth came out about the potency of that spray.

Gizmodo has tentatively identified the spray as a 1.3 percent Capaicinoid content. This is the concentration of the nasty part of a hot pepper that is in a spray. The bright red color of the spray that is used in the video indicates an awful lot of pepper or dye.

The terms used for the nasty part of the pepper are: Oleoresin Capsicum, Capsicum Spray or OC Gas.

1.00 to 1.33 percent is a common law enforcement concentration. This not too far from the concentration of between 1.0 percent and 2.0 percent that is used to repel fully grown bears. But that concentration is not to be applied within 6 feet and can burn people as far as 20 feet away.

The stuff was not to be fired directly into the faces of people from a distance of between 2 and 0 feet!

Any form of pepper spray can be lethal to people who have respiratory conditions such as asthma or who have heart conditions.

Latest Events

There are calls for the Chancellor, Linda Katehi, to resign. The calls are coming from the students of UC Davis, The Board of the Faculty Association at UC Davis, and from many in the local community and public.

The Faculty Association cited "gross failure of leadership" as the reason for their demand for resignation.

In a damning statement, UC system President Mark G. Yudof stated that he was "appalled" at the incident. The President is rounding up all 10 Chancellors in the system and is requiring them to review all procedures, indicating that a repeat of this behavior will not be tolerated.

Campus police also engaged in jabbing UC Berkeley protesters with batons, so the university system President has ordered an "urgent" review of police procedures at all campuses.

Katehi engaged in some bizarre behavior and utterance by stating that "I really feel confident at this point the university needs me,".

She holed up in her offices for hours after making a press statement and was later escorted past about 300 peaceful and silent protesters after claiming that she was being "held hostage". The police did not even stay at that event and the protesters left soon after her "walk of shame" from the building to her car.

The two officers who were directly involved in the incident were put on paid administrative leave.

The campus Police chief, Annette Spicuzza, was also put on leave. In a sad twist, she is the first woman Police Chief at UC Davis. She was present at the event, which is not looking good for her career options. Since the incident she has actually defended the inappropriate use of highly concentrated pepper spray directly in the faces of protesters who were sitting peacefully on the sidewalk.

Earlier claims that the police were blocked in proved to be false since the pepper sprayed protesters were nowhere near a host of other routes that the police could have taken to get out of the area. Eventually the protesters forced the campus police to back out of the area.

In an odd twist, Lt. John Pike who did the pepper spraying is identified as a former Marine who was honored for his campus police work. In 2007, he subdued a UC Medical Center hospital patient who was threatening a worker with scissors and a caustic substance. At 245 pounds, he decided to tackle the female patient, boasting that he "hit her hard", rather than using other options. The patient later pleaded no contest to the crime.

Pike has become an internet meme, as various artists are photo shopping his pepper spraying act into just about every scene and painting that they can think of.

Thanks Rachelle! One of my FaceBook friends also pointed out that the police need to turn their attention to Westboro Baptist Church members disruptive, hateful protests at funerals! I don't think anybody would mind that! :D

Thank you Rachelle! It really bothered me that most of the public was not told about the massive concentration that that cop was using.

Xenolit, thank you for breaking down the particulars of this incident for me.

Justmesuzanne, you hit the nail squarely atop its head about the Tea Party

Awesome Hub! Voted Way Up!

Well done, Sally! The Tea Party is going to get dragged into everything now. They have controlled the House of Representatives for almost one year now and it is their time to take the consequences.

Credence2: My biggest concern is that those kids need to grow up and to toughen up. The worst that they have been through is damage from recreational activities.

This is not "outward bound" they are getting into.

They cannot complain that they have rights to break the law. If they are going to break the law, then they have to be ready for filthy jails, sadistic and mentally disturbed authorities and the full magilla.

That being said, I am more than proud of the UC Davis and other victims of violence who showed such forgiveness and grace afterward. They do have what it takes.

Well, it is starting, Xenonlit, the use of excessive force.

As the 'right' realizes that this phenomenon is not just going to go away, all sorts of rash measures are going to come into play. This is just the beginning, the powers that be cannot afford to have this movement continue and be taken seriously by too many. It does have the potential to change the political climate for next years contests in a direction unexpected and unpleasant for the 'right'. Look for more instances of excessive use of force, and the adversary to even more harshly deal with dissent. I am sure that you have read about the lobbyists and the link with Speaker Boehner to discredit the movement with all resources that are available to them. This was never intended to reach the ears of the masses, but now that pandora's box is open the ugly beast is out for all to see.... Great Article, as always, Cred2

It so reminds me of the Science Fiction film "They Live" with the alien invisible to the humans, who are controlling and interacting with them. They are only visible as the loathesome beasts they are when one wears a special pair of glasses. Great movie, how appropriate.

John D. Wilson, What do you mean, "how did the Tea Party get dragged into the discussion?" The Tea Party protests, often armed and threatening to overthrow the government while carrying signs with pictures of AK-47s and threats to take matters into their own hands if their demands are not met, yet they are NEVER treated with police brutality. The Occupy Movement is unarmed and does not threaten to overthrow the government. They only demand that the wealthy pay their fair share of taxes, and they carry signs with nothing more threatening than a quote from Goethe. So who decided that the Occupy Movement is a "bad" situation, and the Tea Party is not? You?

Great points, Claptona. These kids freak out at a gun pointed at them or at the way that pepper spray and teargas burn in the shower while others even younger than they are have been out in the WORLD .

It is time to find out about big boy and big girl world before we have to vote next year. I hope that they stick to it.

Hi Xenonlit,

Yupper looks like the new Amerika to me.

Did the protestors think that the police and the powers that be were going to treat them kindly?

And how did the Tea Party get pulled into a discussion of police over reacting? That's truly a joke unto itself.

There will be no protest that will not be met without violence when the protestors "occupy" something. The power that be will just not allow it.

Police brutality is to be expected - this is how they are trained. In a bad situation, attack first, ask questions later. Not justifying it, but if you are going to protest, better expect it.

The changes that people want are not the changes the powers in charge want. The powers in charge are not going to change peacefully. They did not get their power peacefully and they will not give it up peacefully.

Government and corporations lied for decades, and Americans did nothing.

Now both groups are shocked at the anger of the American citizens. They don't understand why, after decades of buying the lies, Americans are now turning angry. They think it is just a "fringe" movement. They really do not get it.

When the lies matter no more because the pocket books are getting thinner, American stand up and say no more!

"tis a bit late, but it's about time.

I expect to see more articles of police brutality, because the demonstrations are not over.

Cheers,

John D. Wilson

Brages, I am so amazed that every news report fails to talk about the concentration of Cap-C in those police cannisters!

Someone is going to talk about "the militarization" of law enforcement, with their military grade "non lethal" junk. The point is that, if they have it, they will use it whether they need to or not.

That cop clearly did what he did out of egotistical rage and for sadistic pleasure.

Thanks for sharing this, Xenonlit. It is important that people know exactly what happened and how wrong it is.

Thank you justmesuzanne. That cop was clearly a cowboy who got way too full of himself. But it is too late for those who were burned and hospitalized by a substance that should never been administered that way.

Hopefully, after body slamming a female patient and bragging about it and then this, he is through in law enforcement of any type.

Our country is in a sad state of affairs when the Tea Party can march on Washington armed and threaten the president while under police protection while everyday people cannot peacefully protest corporate greed without being assaulted by those same police. Voted up and awesome and shared!
